actually the solution is authoritarianism
you create a rigid top-down environment with clear goals where parasite-people can't do their thing, then you enforce that order by keeping them afraid of consequences if they try to subvert from the outside
keep the goals aligned with the common good and you'll attract competent stable personalities that actually want to do the work and who are aligned with this mode of organization, creating self-perpetuation
none of this is possible if you have a culture where building this sort of organization is actively viewed as bad in itself though, of course (but people will create nonaligned authoritarian organizations in their absence of course, leading to a society ruled by corporations, religious sects and puppeted special interest groups

having the government run the hospitals, trains, power, telecom backbone and public housing doesn't imply lack of core personal freedoms, it just means that you aren't allowed to make profit in certain ways, which honestly is completely irrelevant unless you're wealthy
