1. Fielder went on to say that the biggest issue with arresting drug users is that the treatment infrastructure is weak. She said the city lacks a coordinated strategy that looks at drug use, mental illness and homelessness “holistically,” arguing the city needs beds, staff, case managers and health care coverage to make a significant change. “We’ve never really swung for the fences on those real solutions,” she said. Fielder pointed to a recent Budget and Legislative Analyst report on the Four Pillars model of Zurich, Switzerland, which she said San Francisco should “seriously consider”

2. Zurich’s Four Pillars model calls for public investment in overdose prevention, drug treatment, harm reduction and law enforcement. Dorsey told the Chronicle that his letters of inquiry to the Department of Public Health and the San Francisco County Jail are meant to “tease out where we are with capacity,” agreeing that his plan cannot work without treatment capacity. He added that Zurich’s model, which emphasizes law enforcement, employs a zero-tolerance approach to open-air drug use and that “San Francisco is nowhere near zero tolerance.”
