Zurich’s Four Pillars model calls for public investment in overdose prevention, drug treatment, harm reduction and law enforcement. Dorsey told the Chronicle that his letters of inquiry to the Department of Public Health and the San Francisco County Jail are meant to “tease out where we are with capacity,” agreeing that his plan cannot work without treatment capacity. He added that Zurich’s model, which emphasizes law enforcement, employs a zero-tolerance approach to open-air drug use and that “San Francisco is nowhere near zero tolerance.”
