You can fuse immigrant societies, but it's basically stuff like world wars and civil wars - insane amounts of death and destruction, that can make groups drop previous resentments. Also options are: multi-year plagues and continual raids by bandits.

Yeeeeaaah, I'd like him to name some specific societies where this happened. In Europe almost identical white people have not "overcome" their ethnic differences in centuries. Let alone random invading races - like it's happening in America today. I bet Putnam just threw this sentence in to placate certain audiences.
