     If your IP is in a state that requires verification, then you get redirected to their main home page.

     Which has an ad for free VPN service. Which lots of other places have.

     They are providing a free service. What the customer does with it is up to them.

     You' have to prove collusion.

     And if evading the law is against the law, then H&R Block should be burned to the ground.

     This kind of piecemeal thing will never work. It's Whack-A-Mole and a waste of time.

     Instead a Federal law needs to be passed and Pornhub raided and shut down.

     @WilhelmIII @jb right, that is something that a state could make a valid case that they are actively working to evade the laws of the states. If they can prove that a VPN company got traffic from pornhub and has underage people from that state using a VPN to access their content, that's a pretty good case.
