   Blocked servers,
   Silenced servers,
   Limited servers, &
   Suspended servers

     So blocked means the server will appear not to exist at all.

     Silence means you won't see public posts and follows will show as a follow request. Anyone you follow you will see my normally.

     Limited is for stuff like rejecting just media files.

     Suspended is another word for blocked but usually refers to accounts rather than servers.

     While you should feel no obligation to donate, if you wish to you can donate to the non-profit that operates QOTO here (I will be sure the funds go to the server). This hasnt been made public yet so not much acitivity there. If its a one time donation just use the donation option, the others are monthly commitments.
