     @k the list of things that can make one illegitimate is infinite but one way is disobeying its own legal constraints and not leaving you with effective means of correcting it. there are numerous cases of the government doing this, one of which is secret domestic spying that can't be challenged in court because of a ruling that courts have to defer to government secrecy and deny standing to sue for having your rights violated by secret spying, even when the spying has been de facto revealed as existing.

     I suspect if your metric is internal consistency you're just going to find that every regime is illegitimate, maybe that stops being true if you get primitive enough.
