They're saying they support hormone therapy, right? Asking because my literal-minded brain reads this as "a consensus was reached", without any clear statement of what the consensus is.

@graydon @vanderZwan @Freyja The abstract just says they have a consensus, and further down the document there are the specifics. There are same caveats, but I think you could say they're saying yes to hormone therapy, and list a number of precautions to be taken.

@vanderZwan @Freyja the way that's written, the consensus is about the multi-professional nature, meaning "this is not like teeth where we expect a single specialist profession to deal with it".
The next two clauses are (to my reading) the ones that say hormone therapy is required.
