In short, you bootstrap a "from nothing" currency based on extending others "credit". My understanding is that there are many different ways of implementing it "time banking" is a popular flavor where the unit of value is hours of your time.
As a tool, it's a useful way to resolve situations where the problem is not lack of wealth/opportunity but lack of liquidity.

I vaguely remember coming across a prototype years ago but can't find it when I look for it.
