you cant smuggle people in or out of uae or operate them without legal status in uae very easily at all, regular immigration system is used, so it can be limited, and detected far more easily -

You'd have to argue that they're biased in favor of everyone else in the world (including other arab states) to claim otherwise

The country obviously has a vested interest in making itself seem appealing to tourists. Even North Korea tries to make itself appear like a civilized country to tourists. It specifically puts on a country wide show just for tourists, being very careful as to what the tourists actually see to shape their view of North Korea.
I’m not saying Dubai is on the level of North Korea, but I’m just saying there’s a huge difference between visiting somewhere and actually having to live there for years, dealing with society rules and government agencies and such.
