Seems like the "network" can be rebuilt in the event of a takeover but the infrastructure of "the network" can be captured and then another benign entity would have to provide new infrastructure and implement a view index that would _eventually_ recover the network in chunks as they became indexed.
So it's capturable but with a recovery contingency, but that contingency has to be another centralized entity and each network is a new central entity.
