I disagree with all of these options!
Time zones were invented to make railroad scheduling easier in the 19th century. Today we have accurate microsecond clocks everywhere and can calculate local sunrise/sunset trivially.
We should ditch time zones—and also ditch the 60 minute hour while we're at it! Switch to the 80 minute hour, 18 hours/day. Or better still, switch to a metric/base 100 time system (100 "new" seconds/minute, 100 minutes/hour, 10 hours/day).
