     I think it's "Stealth" (2005). This is the worst movie ever created that had sufficient funding and professionals behind it.
     
     Sure, we can pick on amateur efforts like "Manos, The Hands of Fate" (1966) but that's ineptitude, not poor judgment ability.
     
     "Stealth" on the other hand cost $132m to make, had an all-star cast, and still lost $60m (for very good reasons: it's the worst movie ever made).

     I think a better question is "Favourite bad movie." Mine is the 1974 film Dark Star. Hippies in space? Sentient bomb? Rubber chickens? It's got it all!
