Here's one thing to say:
Including the safety of people outside of the car as a category in vehicle regulations is long overdue.
Any vehicle that is not subject to non-occupant safety should require a commercial driver's license.
Currently, the proposed regulations exempt vehicles over a certain weight; this exemption appears arbitrary and likely to prompt the sale of extraordinarily heavy and deadly vehicles to the general public.
