In light of the existence of constitutional protections in criminal process and prosecutorial discretion, I supposed it's safe to say that it's only illegal to fly a drone in these areas if you get convicted. 😏 -

imho it wouldn't be dumb if they were actually doing flight rescue operations. Since they are not, it prevents people with the equipment from using it to help in search & recovery.

The proper way to address this is "ok, maybe the government has to take some time to get things set up. Until the government has more resources staged at the location than volunteers, the volunteers get control of the airspace for rescue operations" -
