That depends if they're contracted on an hourly or project basis.
If the understanding is that a job of work be done within a timeframe, rather than presenteeism grade timeclock monitoring, then I've no problem if my contractors are working for other people (and that;'s the basis under which I most often undertake projects as well).
Obviously, this is all speculative on all of our parts, and the worker might have been playing fast and loose with their timekeeping, but it certainly feels like OP has volunteered themselves to be an asshole.

Do you literally not know how a contractor works? They work on a per-contract basis. Once the job is done, they move to the next contract. If you wanted someone working full-time, you shouldn't have hired a contractor. Piece of shit.
