     My new theory is that Biden is pissed at what the DNC did to him by forcing him out of office, so he's using this as an opportunity to Tank their numbers at the polls. He's an asshole for doing it, but it could explain why he's acting coy.

     He did effectively tie her to the admin which they were trying to avoid as much as possible. Idk if this is much more than screw whitie. They really don't care what happens to the residents and see them as 3rd class citizens below illegals.
