Have we ever detected a planet with this issue? Don't planets tend to develop rings ...not a debris field?

Before I started I was like "I promised myself I wasn't gonna read any more Neal Stephenson" but I read it anyway and by the time I was done I wasn't sure if I regretted it. It contains both some of my favorite single bits of any Stephenson story, and also some of the least plausible (in terms of people behaving in ways I do not believe a person would behave) bits of any of them. (Oddly, the parts I liked were also human-nature-related, rather than science.)

I don't know if a non-populated planet could encounter the problem we are at risk of because I assume (?? ??? ??) that relatively lightweight, relatively pure metal structures will behave differently from rocks.
2. I strongly suspect (?) some of the rings in the solar system would be detrimental to satellites. Wikipedia says planetary rings in the solar system are made of "dust" but the particles of that "dust" range in sizes up to the size of a terrestrial house.
