@cstross @jfrench Meanwhile, Poland has been on a military procurement spree, and still has some shopping to do, because <glances meaningfully to the East>, but its biggest tech transfers are coming from the US, and, less obviously, South Korea. Both of which are known for being nowhere near Europe, I guess because building lasting relationships within Europe is out of fashion these days. Oh well.

So it may be ethically necessary but it's expensive and the govt is in the middle of a horrific revenue shortfall.
Which will win: doing the right thing, or not raising personal taxes to cover the expected losses in corporation tax?

It's either too much, or not enough.
This wishy washy fence sitting may work if you're in opposition and don't need to make any changes but if you're in government it's really bad. Choose a side and own it.
