If I understood correctly they've been recording this from a mic inside the Boeing. The Starliner is also mechanically coupled to the ISS, so sound and vibration would propagate regardless of the vacuum outside.

The only place this sonar sound would be heard is on the vessel itself. It wouldn’t EMIT anything in a vacuum, no ground based sensor could detect it, nor could other orbiting craft. Physical contact with matter is required to hear any audible vibration.
