   When you see this, I think the doctors should be punished less severely because they were targeted with both carrot and stick.
   
   The vast majority of the punishment should be on the people who decided and implemented these policies.

     @sickburnbro @matty That's a tough call. I'd like to think doctors should be educated enough to have known that it was a horrible idea. Many of them literally take an oath that should preclude both carrot and stick motivations for mass endangerment of the public.

     @ChiRho @matty for sure, I don't think they should get away without some sort of punishment, but the entire system was obviously arranged so that if you tried to go against it they would savage you, and if you went with it, you would reap huge benefits.
     
     All dissent or even conversation was brutally suppressed.
     
     Those that went and did the 6,000 and got a cool 1.5M? Ok, you have to pay that 1.5M back. Now.
