and deliver data the FSB finds sensitive and interesting, according to whatever paraments it dictates, wrapped in a bow
any state actor can technically or organizationally compromise Telegram this way

i mean paul stilgar is right, this can classify him as an fsb agent, but loosely, in the sense that his efforts in the west advance the agenda of the fsb
not like he's collecting a check from the kremlin for his work, like a maria butina
durov is like any other russian oligarch in the west:
the fsb has leverage on him, they keep tabs on him, they make demands of his behavior and moneyed influence, and thus they use him in the west for mischief
if he disobeys they threaten his family or any other soft point
and if he gets too off the leash it's novichok on the door handle and polonium tea in the shop as a warning to other oligarchs to stay in line
