  1. snippet from tom scott's "five things you can't do on british television": tom is standing at a park while facing directly to the viewer while he discusses about item number four from this video (broadcast without subtitles): "there are exemptions for channels with low budgets and small number shares and for broadcasters that are just starting out but even from day one - as an absolute minimum, 10% of a channel's output has to have subtitles as an option. once a channel's established that goes up to 80%. plus, 10% has to have optional audio description, 5% must have sign language, even if that's just added on a late night repeat. accessibility should be a right and a legal duty. and, occasionally, channels do get called out for forgetting that", tom clarifies. after that, a breather followed by: "...controversial opinion: this should be true for youtube as well. not for small channels who are starting out, but i do think that if you have the sort of youtube channel that spends, let's say a decent amount of money, or a decent amount of time on--" the audio gets cut with background music, the video gets fastforward as a post-processing graphic shows up with the words "this rant continued for several minutes." the video abruptly comes back for a second with a snippet of tom's chatter: "it's like two dollars a minute maximum, or just a little bit of your time--", cutting and fast-forwarding the video again with another graphic: "tom was eventually convinced to write out his advice on subtitles, and to put a link in the description. but in summary, please include subtitles wherever possible.", the video abruptly comes back again with another cut segment where tom says: "[in a third person perspective, sarcastic tone: 'oh, look at me, i've bought a lamborghini!'] buy some damn subtitles [pointing at viewer]! also,--" after that, the video finally gets fully cut with a test pattern and a 1024hz tone.

    For audio-only content like podcasts, provide a transcript. For videos with audio, provide both transcripts and captions. In the transcripts and captions, include the spoken information and sounds that are important for understanding the content.
