   I'd have a look into lateral violence, not top-down but sideways violence. Violence between peers in reaction to violence from top or afar. There seems to be a lot of literature on that topic.

     No, otherwise I would have posted them. Just the topic and what I've seen so far in the context of indigenous communities, domestic violence, suppression of women, etc.

     As far as I remember, in the past 20 to 30 years indigenous communities came up with a many programs to address lateral violence. Their strartegies may be of insgight to you.
