A dormant account that can't be abused that gives zero visits is much better than a hijacked account spewing propaganda to old friends that gives a daily active user account to be abused to sell ads and make revenue.
They could have eleventh billion accounts, but having no actual engagement beyond bots talking to themselves will do nothing to support the company
