     @johnefrancis or the French established one with high-altitude balloons in the 1870s. Or whatever. I'm not sure about the monolith because I can't give a good call on their personhood. Is it a device or a person-equivalent AI? The films are not conclusive.

     Like, the moonies got scared and moved away when humans started faking the moon landings in studios in the 60s?

     Do buried monoliths count as a permanent base?
