     @susie realistic mode disables the "foreign labor" feature. you have to use dirt roads until the construction office is set up to pave anything :neocat_3c:

     @icedquinn I started this game. Did the boring ass tutorial and jumped to a realistic custom game.... aaaaand for some reason I couldn't do shit (I couldn't even build a road starting from the border station).
     
     I should give that a new go some time with less realistic settings (or figure what button I forgot to press/toggle to get migrant workers build the road so I can build buildings alongside it to get my own workers).
     
     Just skip the tutorial btw. It is very step-by-step without explaining much at all. If you're ever played video-games before it is just boring "place item here" tutorial.
