     The police do not have a duty to protect anyone. This is not their job. Their job is to protect the rich and their property.

     It would be unfortunate if the job of the police would be not to protect people... as per supreme court https://www.oyez.org/cases/2004/04-278 . Her 3 children were killed by the father with a restraining order against them, after he kidnapped them. Police told her to wait and see. Enforces other previous similar rulings as I understand it.

     I'm not a lawyer but the problem looks to stem from the legal system as much as the enforcers.
