If you look at the early history, it was set up to teach inmates to perform various tasks necessary to labor in a mercantile economy, while allowing time to think about their future and how they wanted to live.
This works if the inmates have an IQ above 90.
It's only in modern times that it's become a penalty box intended to house untrainable animals and sometimes indefinitely. -
