We tell our kids not to talk to strangers (and even less to strange strangers), so the strange women have to leave the objects of power lying around conveniently so they can be found by the eligible children.
It doesn't affect the legitimacy and efficacy of the hand-over (see the manual on transfer of worldly power by giving away significant artifacts).
