There is a search function but it works through hashtags.
Search for a hashtag, you'll see some suggestions of variations appear, click the one you want.
By the way, there's currently a bug that often makes it say 0 even when there are lots of results. Ignore the numbers, and click on the tag you want.
(A lot of articles haven't been very accurate, I don't think they're used to federated social networks.)

@jentaub This seems to confirm (again) that Mastodon has no functional or useful search function for users. The tl;dr of the article’s how-to is basically ‘search on Twitter.’ Am I missing something?

I’m looking specifically for people who I *know* are on Mastodon, where I know their handles and even often the full handles including the servers they are on, and ‘search’ cannot find them (or finds some, but not others - which is weirder).
tl;dr - It’s not a fucntional search right now.
If you enter the full account address in the form "@ user @ server" without the spaces, it should work.
If it's not working for you right now, it sounds like your server has a bug or a delay on it, possibly caused by the huge number of signups in past few days.
If any server in the world suddenly has to cope with two or three times more than its usual number of active users, it may behave in unexpected ways.
The surest, most guaranteed way to find an account on here is this:

If this doesn't work for you at this minute on your server, it may be due to the server being under unexpected strain.
Bear in mind all these servers are run by volunteers, it takes some time to upgrade the hardware.
@feditips @jentaub Again, we live in a world *after* Twitter. If I’m coming here trying to find people I know are here, with solid information, and ai cannot find them quickly and easily, that’s a bug, not a feature.

Again, we live in a world *after* Twitter. If Mastodon wants to be a viable Twitter alternative, saying again and again “hey, it’s just quirky! read the manual!” is not a selling point.
I’m not mad or anything, but it is *very* important that Mastodon not act like #AntiSocialMedia for new users migrating from a much more UX friendly Twitter

I hate to keep saying it, but in 2022 RTFM is just a bug, not a feature.
If the ‘surest way to find somebody’ on Mastodon is a whole separate link, then - I dunno - just get the search bar to *link there,* I guess?
@feditips @jentaub @DaultRadio the iOS apps allow you to search by name (first and/or last) as well as by hashtag.
