@futurebird I thought (and could be wrong) that the distinction was being made between pardoning (which I thought indicated that the crime or conviction was not valid, etc) and commutation, where excessive sentences could be dealt with. But maybe this is my misunderstanding.

Pardons should be broadly granted for excessive sentences. Will it be excessive? Probably not. But it could be.
