     Who will bell the cat?The system is designed to benefit those at the top at the expense of those at the bottom.For this reason, there is no incentive for those at the top, at the expense of the bottom, to challenge and change the system. The system needs to change for those at the bottom who are mostly at the receiving end with nominal resources and too much on their plate for day to day survival.
