     @Victor_Emmanuel this kind of gets back to the whole "do the elite lead the people or the people lead the elite" .. I think it's a little of each, but given great men of history, tends to the great men, who may or may not want to be a Casear.
     
     There have been peasant revolts without elite support that succeeded, but usually you end up at least having elites that are willing to throw their hat in the ring.
