There is openstreetmap, with many free clients available like Emacs M-x osm, Marble and Osmand~

Any free text editor or Emacs org mode will do.
>Need to send a message? Send a postcard!
There are many freedom respecting ways to deliver a message quickly. -

It's time to get contributing then.
I specifically mentioned an Android client, although only the older versions are free for sure (f-droid started to build software with a proprietary google buildsystem at one stage); https://f-droid.org/en/packages/net.osmand.plus/ -
