     @sickburnbro I know the law doesn't mean anything, but even for GAE that is on really sketchy grounds since it's basically an imperial property tax.

     @EvilSandmich There are a huge amount of problems with it, because the problem with taxing "unrealized gains" is that you're basically forcing people to realize them in order to pay the tax ( which is kind of the point ).
     
     It's like the onerous inheritance taxes, the point is to make people who don't have tons of money sell their things in order to pay the taxes.
