The Unionist Barnett figure of £2000 extra per head spent in Scotland. Where does it come from? It's been £2000 / head for as long as I can remember, and no one ever questions it. Surely it can't still just be £2000 if that's how much it was 20 years ago.

Are proportionately charged for schemes like HS2 line that benefits no one north of Manchester
