     Not exactly. Other gangs sometimes show a fear that they might be held accountable if caught.

     @Adam_Cadmon1 my dad used to tell me they were the most powerful gang in America because they were backed by the state.

     Once he said that, it all made sense to me.

     @betsyvr Most people don't realize it because they rarely see cops in action, in groups. The psychology and behavior is EXACTLY the same.
