Landowner
-you vote as a household so if a woman wants to vote she votes through her husband, he can't vote until married so it makes marriages have even another incentive
-you must own at least .5 acre of property to vote
-'White' I guess is negotiable for those intelligent boons and mulattos, but to be kept in serious check through the above stipulations

I think it's more an impulse driven by (naïve) conflict avoidant tendencies.
The real kicker, in my opinion, is that he thinks it isn't driven by utility, which most political decisions are. Obviously in this case, he thinks there's some higher utility in some abstract concept of "free movement" of people.
