     @Antiqueight think of it like the 8th amendment - the number medical people prosecuted was tiny. The "chilling effect" was enough.
     (Very definitely not saying what happened was OK)

     @carolconnolly oh by no means am I saying they were the good guys or even neutral. But these actions were taken by the people not under their control, not subject to their whims. And the actions were pretty heinous. (But, yes, i do get the way censorship especially in places like China works. And chilling effect is so true)
