   The former seems self-explanatory.

   The latter requires a bit more Mastodon knowledge than I have. I think it uses the "More Like This" feature of Elasticsearch, looking for non-bot accounts "similar" to ones you've followed, with a boost to domain-verified accounts?      What exactly is a "Personalized suggestion"?

     Mastodon's documentation only mentions [staff, past_interactions, global], as possible sources of suggestions. There isn't any mention of "personalized" suggestions there. "Personalized suggestion" suggests someone/something analyzing personal online preferences or interactions. And that sounds all too familiar, in a bad way.
