a question in my mind is whether this outlier is of a non-normal nature, a jump to a new regime of sorts. that would be the bad scenario, suggesting chaotic dynamics. the "good" (*) scenario would be that such volatility happens, but its just not visible in the 40 yr timeseries.
(*) "Good" only in the sense that our impact would be a slower trend, more time to try mitigate something
