Strength, in that there are a LOT more moderators per user than on commercial networks, and most users feel empowered to participate in moderation decisions. Weakness, because we have diffusion of responsibility; everyone can shrug and say it's not their job to fix it. Also, weakness because we have very few trained, professional trust and safety people.

Your question highlights an important element of the Fediverse
Our instance is run by the business so this topic really has no impact on us and I assume most smaller (non-consumer) instances would be in the same spot.
Just like email, we cannot moderate anything outside of our bubble.
The intersection of moderation and protocol freedom is interesting
