     Why would you assume he cant appeal? He should be able to, whether the appeal is heard or is successful is another matter.

     Oh so you were asking and saying you didnt know if he could appeal?

     All rulings can request an appeal. Those appeals may not be heard beyond that however.

     @krypt3ia yea he will file an appeal for sure, may even just refuse to pay. I suspect he wont have much luck with appeals.
