No idea. All they seem to mandate here is that all new housing MUST have EV charging support. I would assume that implies inside the home, thus a garage?
@Dan_Ramos probably just easy access to the 3 phase. Which I am all in favour of.

@Dan_Ramos @philcolbourn think of it like mandating that your house has a fuse box. That is a good thing. Having access to 2/3 phase is also a good thing.
Manding EV charging in every new home does not equate with safety. If anything, it creates risk.
@Dan_Ramos @philcolbourn Sorry, I interpreted it as access to "charging support". Not mandating that every home actually have a charger. Very different things.
Another example. I want kitchens to be mandated to have a 15A circuit for connecting an oven. They don't actually have to have the oven. Just the option to be able to put one in without having to have the electrician run new cables.
