     Depends on from whos perspective. From the Israelis perspective, "warning civilians" has been extremely effective at giving them a talking point to say that they aren't targeting civilians. Much of the world is going along with that pleasant fiction.

     And you haven't even touched on the destruction of homes/property, lack of food/medicines and unemployment.

     This is why the defense that they "try to warn civilians" is so pointless - and obviously ineffective.
