     Think of it as the law cited in the dhcs letter is limited in scope by the other law — all tests require a doctor's order, unless exempt.

     The law does. There are two bodies of law. One has a general rule "all tests", the other exempts certain test, e.g. cholesterol, HIV, etc.
     
     Law is often a global rule with specific exemptions.
