Magus' original line is that Lavos was "making the evolution of all life on this planet its own", as opposed to "controlling evolution". I do wonder whether this was a translation misunderstanding, or whether the localizers consciously made that change to make Lavos seem more sinister. -

Evolution sparked by mindless parasitic hunger, and a psychic urge to awaken it for the feast. Also its scream is one of the most ubsettling 16 bit noises there is. -

Lavos did not create the early humans or the reptites, both already existed in the earliest era ingame using technology (some of it derived from dreamstone) and not magic. After the impact event, the corrupting influence of Lavos changes the course of the planet’s life and leads to Zeal, modern humanity, and magic adept life. Technology adapts to incorporate this magic which leads to Zeal’s rise and makes Lavos stronger in subsequent ages, so in that way it has adjusted the flow of the planet’s life to make it more….delicious. It is a subtle form of control over the planet and just part of a Lavos’ lifecycle rather than something driven by intention, which just makes it all the more disturbing I think.
