   @thisismissem @jdp23 @Gargron @ophiocephalic @eilah_tan I dont think the opinion on this feature changed, if I understand if correctly (allowing only selected servers to federate). This is very hostile to small instances and against the federation principles.
   But we want to improve blocks, including lists syncing, admin approval before apply and such.
   We also have a soon merged feature notifying users of severed relationships due to blocks.

     @jdp23 @Gargron @ophiocephalic @eilah_tan @renchap right, but it's still a feature, so this change actually simplifies the codebase and gives one way to maintain federation rules instead of two (there's currently drift in functionality between the two)
