Oh, there are plenty of good lenders who do that kind of work. But they don't get anywhere near the kind of underwriting support from state coffers and central banks that conventional lenders do.
Also from experience the reason most co-ops don't expand more is because their internal incentives don't line up in a way that bank risk modelers understand, and so getting financing for expansion is a pain in the rear.
Better financing for co-ops could see an explosion in the sector.
